have a pug system added to tf2center

it would be a special page where you just say, I play (for exemple: pyro, spy) and I am from (EU or NA etc).
Then the server owner (if he play only 1) 2 captains.
Captains pick the teams.
Boom, pick up started!

Why I think its a good idea? Most of pug in europe are down and it would be a great way to gather top players into 1 system
