Option to region-lock lobbies.

When you create a lobby I feel there should be an option to region-lock that lobby so only those from the same continent as the server can join. Here in Australia we find that one of the biggest problems is creating a lobby and having people from NA/EU joining on 300 ping and then leaving as soon as they get in the server, this also prevents us from using the substitute system in many cases.
