have maps where ppl can wait of where they would like to play before the servers are even created then there would be less waiting time for a server and the server makers would know which maps would be filled first

This might be able to work, but i don't think its much of an issue. One problem would be that too many lobbies would get created that would never get filled cause someone thinks itll be funny to hl hydro. Also if the lobby is full or only has undesireable classes, the server owner would have nothing to play.

I think what would be a better idea if anything of the sort were to be implemented at all is either a side column where you vote on what map you want to play so server owners know what lobby to make (honestly its not hard to know what maps people want, but whatever).

Or a feature where you choose eu or na > map > class, and it will autojoin if a lobby opens up. but that could have bad consequences with afk people, and lazy people taking all the spy spots.
