Don`t report peopless if they can`t connect to server with sub botton and fix this botton

Why u repport me?!

It's worse than in the first beta ..
1) It reports 2 fast
2) Sometimes it starts report everyone in the lobby for no reason (we had 10 ppl on, but everyone got reported and lobby closed)

Clicking "join sub" does nothing.

21:53 tried to join pyro sub on swiftwater lobby. It did nothing

We've fixed a whole heap of issues around the subs system, including this. Subs get reported after 2-3 minutes of not being on the server. This should allow you to restart TF2, but be prompt enough in case of ragequitting.
